Working Together 2026 says the Families First Partnership programme guide provides a toolkit to help safeguarding partners set up effective Family Help services (paragraph 136), and operational detail on lead practitioners and multi-disciplinary Family Help teams (paragraphs 138 and 150). KCSIE 2026 refers to it in the same way (paragraph 585).
The programme guide (year 2, March 2026) says the legislative framework is not changing, and local authorities keep their duty to children in need. It expects safeguarding partners to bring targeted early help and child in need into a single Family Help offer, and to reflect that in a refreshed threshold document, by March 2027.
For schools, the effect shows up locally. Your area may change its referral form, the name of its early help service, who can be a lead practitioner, or the levels in its threshold document. Areas are moving at different speeds, so some still use the old names.
FFP_A is a programme, not a law. Don't confuse it with the Children's Wellbeing and Schools Act 2026, which changes the law on things like information sharing and multi-agency child protection teams.
